Can you recommend a good vacuum cleaner that uses HEPA filters to filter the exhaust air?

How do you remove the cover to get to the hepa filter on a dyson dc07 safely with out breaking it is there a safe way of doing it?
I hate my vacuum. I hate the way it smells when it runs. It’s a bagless and one of those hepafilter types. I’m not all up on my vacuum cleaner knowledge, but is there a vacuum that I don’t have to worry about changing some filter, that I can just use and then empty the canister every time I use it? Are there any vacuums that are this simple? I like to vacuum and feel like I’m cleaning, not stinking up the place. And spending more than 0 is not in my budget.
I have seen them advertised anywhere from 0.00 to 00.00 of various brands claiming to be the best for sucking up micro things. I can spend around 0.00ish give or take. I have all hardwood floors but some area rugs and I want to pick up dog hair and even various dust/cob webs furniture etc. The choices out there are enormous….HELP!
I know about changing the main bag before it’s half full. I haven’t heard any recommendations on changing the side Hepa filter. Any suggestions? Thanks.
Any reviews? Right now i have a Eureka Capture Bagless Vacuum With Spinduster and it would be a good vacuum if i didn’t have pets; i have three chihuahuas and two cats.. they don’t shed a whole lot but the vacuum gets clogged with hair; it doesn’t make its way into the canister.. gets stuck in the filter, etc. What about the pet hair eraser vacuum?
